1Shinkansen luggage rules depend on the line

Shinkansen luggage rules are different on different lines ⓘ JR Central, JR East. So first, check which line you are riding.

The booking rule for big bags covers the Tokaido, Sanyo, Kyushu and Nishi-Kyushu lines. The main route is Tokyo – Shin-Osaka – Hakata – Kagoshima-Chuo ⓘ JR Central.

JR East runs the Tohoku, Hokkaido, Akita, Yamagata, Joetsu and Hokuriku lines. On these lines, you do not need to book a luggage area. JR East also does not accept bookings for luggage areas only ⓘ JR East.

Japan Unravelled's full guide walks viewers through the shinkansen luggage rules.

2How to measure your bag (the 160 cm and 250 cm rules)

Measure the length, width and height of your bag. Then add the three numbers together ⓘ JR Central, JR West.

Here is how the size groups work on the Tokaido, Sanyo, Kyushu and Nishi-Kyushu lines:

Total size (L + W + H) What it counts as Booking needed? Allowed on board?
Up to 160 cm Normal luggage No Yes
Exactly 160 cm Normal luggage No Yes
Over 160 cm, up to 250 cm Oversized baggage Yes, special seat Yes, with booking
Exactly 250 cm Oversized baggage Yes, special seat Yes, with booking
Over 250 cm Too big — No

A short video from Japan Travel, Verified is about a 160 cm bag riding free on the shinkansen to Kyoto.

3How many bags and how heavy?

The basic rule is two pieces of luggage per person, free of charge. JR East and JR Central both say this ⓘ JR East, JR Central.

Other limits are:

Small personal items do not count in the two-piece limit. Examples are an umbrella, a walking stick or a handbag ⓘ JR East.

On JR East, some long sports items, musical instruments and hobby items are allowed even if they are over 2 m. You must be able to hold them standing up in the train ⓘ JR East.

4What is a "seat with oversized baggage area"?

A "seat with oversized baggage area" is a reserved seat in the last row of some cars. Behind that row is a space for big bags ⓘ JR Central, JR West. Only some reserved cars have this space.

The space is shared. Everyone who booked a seat in that last row can use it ⓘ JR West. People who did not book these seats cannot use it ⓘ JR Central, JR West.

There is no extra charge. The seat costs the same as a normal reserved seat in ordinary class or Green Car, the first-class car ⓘ JR Central.

Tokyo Cheapo's shinkansen guide covers where to buy tickets and how the luggage rules work.

5How to book a seat for oversized baggage

Follow these steps on the Tokaido, Sanyo, Kyushu or Nishi-Kyushu lines:

  1. Measure your bag. If the total is over 160 cm and up to 250 cm, you need a special seat.
  2. Choose how to book. Use a JR ticket counter, a reserved-seat ticket machine, or an online service ⓘ JR Central.
  3. At a counter: Tell the staff you want a "seat with oversized baggage area" ⓘ JR Central.
  4. Online: JR Central lists the Tokaido, Sanyo and Kyushu Shinkansen internet reservation, JR-WEST ONLINE TRAIN RESERVATION, and JR Kyushu internet train reservation ⓘ JR Central.
  5. If your train is full: Choose an earlier or later train. JR West suggests this ⓘ JR West.
  6. On board: Sit in your last-row seat and put your bag in the space behind it.

Japan Rail Pass users can also ask for this seat at a JR ticket counter ⓘ JR Central.

Getjrpass explains the shinkansen luggage rules in a short video.

6What happens if you don't book?

If you bring oversized baggage without booking, you pay a ¥1,000 fee, tax included ⓘ JR Central, JR West. The staff on the train will tell you where to put your bag ⓘ JR West.

The baggage space itself has no extra charge when you book, so booking is the better choice.

Some items do not follow the booking rule. These include baby strollers, sports gear and musical instruments ⓘ JR Central, JR West. But if you want to use the baggage space for them, you still need to book the matching seat ⓘ JR Central, JR West.

7The reservation-free deck luggage areas (trial)

JR Central and JR West started a trial on July 1, 2025. Some former "oversized baggage corners" on 16-car Tokaido and Sanyo trains became luggage areas with no booking needed ⓘ JR Central / JR West press release. The "deck" is the area between cars.

At announcement, there were six spots per train. They were in the decks of cars 3, 5, 7, 9, 13 and 15 (press release). The space is shared. You lift a safety bar to put your bag in (press release).

The trial runs "for the time being." The end date will be announced later (press release).

The JR West English page mentions this trial. But part of the page still describes booking "corner" seats ⓘ JR West. Check the official sites before you travel.

Japan Unravelled made a video about a shinkansen luggage option with no reservation needed.

8Special cases: JR West pass add-on, bikes and safety

JR West one-way ticket for pass users. JR West sells a one-way ticket for a seat with oversized baggage area. It works with certain Sanyo Shinkansen passes for non-reserved seats ⓘ JR West baggage option. It costs ¥1,000 for adults and ¥500 for children, per one-way trip. You cannot ride with this ticket alone. You can buy it only if a seat with oversized baggage area is free on your train ⓘ JR West baggage option.

Bikes and surfboards on JR East. Fold or take apart your bike. Then put it in a special bike bag ⓘ JR East. Surfboards must also go in a bag ⓘ JR East rules.

Safety on JR East. Do not block aisles or doors with luggage. Do not put heavy or odd-shaped bags on the overhead rack ⓘ JR East.

Send it instead. Another option is to ship your big bag. Chris Rowthorn explains luggage shipping as a way to skip suitcases on the shinkansen.
