Narita Business Jet Terminal: Premier Gate Fees, Application and Access
Contents
Narita’s Business Aviation Terminal, officially called Business Aviation Terminal - Premier Gate, is a dedicated facility for passengers and crews travelling on international or domestic business jets. It has separate passenger routes and facilities for customs, immigration and quarantine (CIQ), but its terminal charge is only one part of the cost of a flight. Aircraft, landing, parking, handling and ground transport arrangements may involve separate charges. Start with the flight operator: the airport directs operators to apply through a Narita ground handling company, which coordinates the necessary flight and facility arrangements. Narita Airport’s facility overview and official charges are useful references when requesting a confirmed plan and itemized quote.
Who Premier Gate is for
Premier Gate is for passengers and crews on business-jet flights at Narita, for both international and domestic journeys. It is not presented by Narita Airport as a general-purpose lounge for passengers on scheduled airline services. If you are arranging travel, ask your business-jet operator whether your specific flight will use Premier Gate and have the operator confirm the terminal arrangements with its ground handler. The airport’s overview describes the facility’s intended users and its dedicated passenger flow.
The airport lists dedicated CIQ facilities. CIQ means customs, immigration and quarantine; having these facilities at the terminal does not mean that the relevant procedures are waived. The route and steps can differ between international and domestic journeys, so ask the operator or handler which process applies to your flight and what passengers need to do. For an international departure, for example, the airport describes security screening followed by departure procedures at an adjacent counter, while arriving passengers proceed from the arrival entrance to the immigration counter. The airport’s facility information describes these arrangements.
Premier Gate is also distinct from access based on membership of a lounge in the general passenger terminals. The airport’s description identifies it as a business aviation facility, and the available information does not establish that an ordinary airline lounge membership grants entry. Confirm access through the flight operator rather than assuming that a lounge card or airline status is enough. This is particularly important when an assistant, family member or other accompanying passenger is not travelling as part of the business-jet booking.
The renovated facility began service on 1 August 2026 and is on the first floor of the South Operation Center, next to Terminal 2. Narita’s renovation announcement gives operating hours of 06:00–24:00. Those published hours are useful for planning, but they do not replace confirmation of the arrangements for your flight; check the expected time and meeting point with the handler. See the airport’s renovation announcement.
Premier Gate fees and other costs
Narita publishes a terminal facility charge for one arrival or one departure. It is not a per-person airfare and does not represent the full price of a business-jet trip. The following published amounts are before tax; the airport lists landing and parking charges separately. Check the official charges page when arranging a flight, as the applicable conditions should be confirmed for the booked date.
| Published charge | Amount before tax | Unit or condition |
|---|---|---|
| International facility use | ¥400,000 | One arrival or one departure |
| Domestic facility use | ¥200,000 | One arrival or one departure |
| International passenger supplement | ¥20,000 per person | Applies from the 21st passenger |
| Exclusive meeting-room use | ¥100,000 | Additional charge |
| Landing and parking | Listed separately | Depends on the applicable airport charges and flight arrangements |
For example, one international arrival with 21 passengers has a published terminal facility charge of ¥420,000 before tax: the ¥400,000 international facility charge plus one ¥20,000 supplement for the 21st passenger. This example covers only the stated terminal charges. It does not include the return departure, aircraft charter, landing, parking, handling or ground transport. If your itinerary includes more than one arrival or departure, ask the operator to show how the facility charge applies to each movement.
The passenger supplement is specific to international facility use and begins with the 21st passenger; the stated amount is ¥20,000 before tax for each person in that category. The domestic facility charge is separately published at ¥200,000 before tax per arrival or departure. Exclusive meeting-room use is also listed as an additional ¥100,000 before tax. The charges page does not make these facility amounts a complete charter quote, so request clarification about any charge that appears in the proposed itinerary.
Ask for an itemized quotation rather than relying on a single headline figure. It should identify which amounts are for the aircraft, airport charges, Premier Gate, ground handling, car transfers and requested additional services, to the extent those apply to your flight. Ask the operator or handler to explain the tax treatment, who pays each item, the payment deadline and any cancellation or change terms; these details should be confirmed for your booking rather than assumed from the airport’s facility-fee table. A comparison between two proposed itineraries is most useful when the same cost categories are shown for each.
Older figures can cause confusion. Narita’s 2012 opening material gives a historical facility charge of ¥250,000 per arrival or departure and operating hours of 06:00–23:00. Those are figures from the earlier facility information, not the current published charges and hours described after the 2026 renovation. For current planning, refer to the current charges page and 2026 renovation announcement, then have the handler confirm the terms for your date.
Application, deadlines and changes
The airport directs the flight operator to apply through a Narita ground handling company. A passenger should therefore begin by asking the operator which handler is coordinating the flight, rather than treating a message to the terminal as a substitute for the required arrangements. If the ground handling company has not used Premier Gate before, Narita says it must first have a prior contract with Narita International Airport Corporation. The airport’s application page explains the application route.
The application process includes more than requesting a room at the terminal: the airport’s described process includes applications for a flight slot and aircraft parking as well as the facility application. The airport provides separate flight-information forms for international and domestic flights, and states that its submission forms are in Japanese only. If you are a passenger who does not handle flight paperwork, ask the operator or handler to confirm which applications are required and who will submit them. Do not assume that a passenger booking or a direct enquiry has secured a flight slot, parking place or terminal use.
The facility application must reach the airport by 15:00 Japan time on the day before the requested use. Give your operator the proposed date, arrival or departure details and passenger count early enough for the operator and handler to coordinate the required requests before that cutoff. The cutoff concerns the facility application; the airport’s process also involves slot and parking arrangements, so ask the handler to confirm the status of each part rather than treating one submission as confirmation of everything. The official application instructions are the place to check the published deadline and forms.
If the date or time changes, the airport asks that reception and CIQ be notified promptly. For a time change on the day of use, its instructions call for a telephone contact at least 90 minutes before the scheduled use. Ask the handler which party will make that call, what contact procedure applies and whether the revised flight arrangement has been accepted. A change to an itinerary should not be treated as automatically approved just because the original facility application was submitted.
Before travel, request written confirmation from the operator or handler showing the planned terminal, time and meeting point, together with a contact for changes. Confirm any passenger, crew, vehicle and optional-service arrangements that are relevant to your trip. The airport’s formal process is coordinated through the handler, so the useful question is not only “Is Premier Gate booked?” but also whether the flight slot, parking, terminal application and any requested additional arrangements have been confirmed. Use the application page as the official reference.
Passenger routes and facilities
For an international departure, Narita describes a route that begins with security screening, followed by departure procedures at an adjacent counter. Passengers then travel by vehicle from the departure gate to the aircraft. On an international arrival, passengers proceed from the arrival entrance to the immigration counter. The airport also provides a domestic passenger route; ask the handler to explain the route for your own flight and to discuss any assistance you need. These are dedicated terminal arrangements, not a statement that passengers can skip required procedures. The airport’s facility page sets out the published passenger routes.
The facility has two lounges, with drinks and light refreshments. It also has a meeting room with equipment including a monitor and webcam; exclusive use of the meeting room is listed as an additional charge in the airport’s fee information. If you need the room for a specific purpose, ask the handler to confirm availability, the applicable charge and the arrangements for use rather than assuming it is included in the basic terminal fee. Facility details and published charges cover these separate points.
Vehicles can pull up at the entrance, and parking is available in front of the facility and underground. Luggage carts are available in the terminal. The airport also lists 18 dedicated aircraft parking spots, including spots able to accommodate large aircraft, and states a maximum aircraft parking period of 30 days. That maximum period is not a confirmation that a particular spot is available for a given flight; have the operator or handler check the parking arrangement for the aircraft and dates concerned.
The airport’s services information lists free Wi-Fi, free magazines and ice for aircraft or lounge use. It also describes catering for the lounge and a visiting currency-exchange service. These listings do not establish that every service is included in the terminal charge or that it will be available without advance coordination. Ask the handler which services can be arranged for your flight, whether they involve additional charges and whether a request must be made ahead of time. The airport’s service list is the official reference for these offerings.
Porter service is listed from 08:00 to 22:00. The airport lists the duty-free pickup counter as open from 09:00 to 20:00 Japan time, with telephone orders due by 16:00 on the day before collection. If you want to use the pickup service, check the order and collection arrangements against your flight schedule; the listed counter hours alone do not confirm that a particular order can be fulfilled. The same caution applies to arranging catering, ice or currency exchange: confirm the service and any requirements through the operator or handler. Check the airport’s service information.
Getting to Premier Gate
For vehicles arriving by road, Narita’s directions say to use the Shin-Kuko Expressway and proceed toward Terminal 2. Continue through the general-vehicle lane for Terminal 2, then turn left at the Premier Gate sign. This is the published driving direction for the business aviation facility; do not assume that the general Terminal 2 passenger entrance is the correct meeting point for a Premier Gate flight. See the airport’s access instructions.
The renovated facility is on the first floor of the South Operation Center next to Terminal 2, but a passenger’s precise meeting point and vehicle arrangements should still be confirmed with the handler. The airport says a car can pull up at the entrance and lists parking both in front of the facility and underground. If someone else is driving, share the official route with that person and ask the handler to confirm the current approach and where the vehicle should meet the passengers. The route and the facility location are separate details to check: knowing that the terminal is beside Terminal 2 does not by itself identify the agreed pickup point.
The published access information provides a driving approach; it does not establish a fixed transfer time from the aircraft to a vehicle or give a time estimate for a passenger’s journey onward from the airport. Request a route and quote from your ground transport provider for your actual destination and circumstances. If you are planning an onward itinerary, leave the timing to the confirmed transport plan rather than relying on an assumed number of minutes. The airport’s access page is the source for the stated vehicle approach.
Common questions
Premier Gate combines a dedicated business-aviation facility with separate application, fee and access arrangements. The answers below distinguish what Narita publishes from details that need to be confirmed for a particular flight. For a live itinerary, the operator and its Narita handler are the practical contacts for checking the flight, terminal and ground arrangements.
Can an ordinary airline passenger use Premier Gate?
Narita describes Premier Gate as a facility for passengers and crews of international and domestic business jets. Its information does not establish access based on ordinary airline lounge membership alone. Ask the operator to confirm whether your flight and passenger arrangements use the facility. See the airport overview.
Is the facility fee a complete business-jet price?
No. The airport publishes the Premier Gate facility charge per arrival or departure, before tax, and lists landing and parking charges separately. Aircraft charter, handling, ground transport and other arrangements may also need to be included in the flight-specific quotation. Ask the operator for an itemized total and have it explain which charges apply to your itinerary. The official charges page distinguishes terminal charges from other listed airport costs.
Who submits the Premier Gate application?
Narita directs operators to apply through a Narita ground handling company. The airport’s process includes flight-slot and parking applications as well as the facility application, so a passenger should not assume that a direct enquiry replaces those steps. Ask your operator to identify the handler and confirm the application status and the terminal arrangements. See the airport’s application instructions.
Does dedicated CIQ mean there are no arrival or departure procedures?
No. CIQ refers to customs, immigration and quarantine, and the airport describes dedicated facilities and passenger routes for these procedures. Its international departure route includes security screening and departure procedures at an adjacent counter; arriving passengers proceed to the immigration counter. Confirm the route for your own international or domestic flight with the handler. The facility page describes the published routes.
Is aircraft parking for up to 30 days guaranteed?
No. Narita lists 18 dedicated aircraft parking spots and a maximum parking period of 30 days, but those figures do not confirm availability for a specific aircraft or date. Parking is part of the arrangements that the operator and handler coordinate through the airport process. Ask them to confirm the parking plan for your itinerary rather than relying on the published maximum period. The airport’s facility information lists the spots and maximum period.
What should I send the operator before requesting a quote?
Provide the proposed flight date or dates, passenger count and the service needs you want considered. Ask the operator to confirm the Narita handler, flight slot, aircraft parking, Premier Gate application, terminal meeting point and any vehicle or optional-service arrangements relevant to your trip. Request an itemized quotation and written confirmation of the deadline and change contact; the facility application deadline is 15:00 Japan time on the day before use. The application page gives the airport’s published submission procedure.
