For eligible purchases made on or after 1 November 2026, you pay the tax-inclusive price at a tax-free shop and receive the consumption tax back after the departure procedure confirms that the goods are leaving Japan. You must complete that procedure within 90 days of purchase and before boarding.
Purchases made through 31 October 2026 followed the earlier system, in which consumption tax was deducted at the shop. The purchase date—not your departure date—determines which system applies, so one trip may include purchases under both systems.
The Japan Tourism Agency traveler page was checked on 2 November 2026. The departure and customs guidance cited below was rechecked on 7 November 2026; this guide does not claim a first-hand test of the process.
What changed on 1 November 2026?
The main change is when you receive the tax benefit. Under the earlier system, the shop deducted consumption tax at the till. For eligible purchases made from 1 November 2026, you first pay the full tax-inclusive price, then follow the departure procedure and receive a refund after the goods’ departure is confirmed.

| Question | Purchases through 31 October 2026 | Purchases from 1 November 2026 |
|---|---|---|
| What do you pay at the shop? | The price with consumption tax deducted. | The tax-inclusive price. |
| When is the tax benefit received? | At purchase. | After the goods’ departure is confirmed. |
| Which date determines the system? | The purchase date. | The purchase date. |
For example, a purchase made on 31 October 2026 belongs to the earlier system, while a purchase made on 1 November 2026 belongs to the refund system. If you shop on both dates, keep the records clear enough to identify which goods and receipts belong to each purchase. The Japan Tourism Agency traveler page explains the new system and links to the detailed purchaser eligibility information.
The new process has several distinct stages: an eligible purchase, payment of the tax-inclusive price, a departure procedure, customs confirmation that the goods are leaving Japan, and a refund. A green terminal result means the departure procedure is complete; it does not tell you the refund method, amount or payment date. Ask the shop about those payment details before you rely on receiving the money.
Who qualifies, and which purchases count?
Eligibility depends on the purchaser, the shop, the goods and the purchase amount. The Japan Tourism Agency links to a PDF with the detailed list of eligible purchasers, so check that document if your circumstances are unclear. Do not assume that meeting the purchase minimum, or being able to use an airport’s online procedure, automatically makes you eligible to shop tax-free.
The minimum is ¥5,000 before tax, bought at the same shop on the same day. If participating shops use a procedure counter, purchases from multiple shops on the same day can be combined toward the ¥5,000 minimum. Ask the shop or counter whether the arrangement applies, and ask for the before-tax total if you can see only the tax-inclusive price.
| Shopping situation | How to assess the minimum |
|---|---|
| One shop on one day | The before-tax total must reach ¥5,000. |
| Multiple shops using a procedure counter on the same day | The purchases can be combined toward ¥5,000 before tax. |
| Purchases on different days | Do not assume the same-day combining rule applies. |
| Only the tax-inclusive amount is shown | Ask the shop for the before-tax amount. |
For illustration, a before-tax total of ¥4,800 at one shop is below the minimum. Purchases of ¥3,000 and ¥2,500 before tax could exceed the minimum when they are made on the same day at shops using the relevant procedure counter. The threshold is a purchase minimum, not the amount you receive as a refund; ask the shop to estimate the refund for your own goods.
Special packaging is no longer required for consumables such as food, drinks and cosmetics. That packaging change does not mean you can use or eat the goods in Japan and still receive a refund: goods eaten or used in Japan are not refunded. Gold or platinum bullion, and items that are not subject to consumption tax in the first place, are excluded.
A Japanese national cannot use the Visit Japan Web online departure option described by the Japan Tourism Agency. That restriction is about the online option; it does not by itself answer whether a particular Japanese national qualifies to make a tax-free purchase. Check the detailed eligibility PDF for purchase eligibility and the official online-procedure conditions separately.
Before you pay, ask the branch whether it handles the refund method, whether the item is eligible, what the before-tax total is, and whether same-day purchases can be combined at a procedure counter. Also ask for the expected refund, payment method, timing, any fee and the shop’s contact instructions in case the payment does not arrive. A shop’s name alone does not establish how that branch handles a purchase.
How to complete the purchase-to-refund process
Think of the process as a sequence: check, buy, prepare the goods, complete the departure procedure, and follow the shop’s refund instructions. The departure procedure must be completed within 90 days of purchase and before boarding. Keep the goods available until customs has completed the required confirmation.
-
Check the purchase before paying. Confirm that you qualify, that the shop can handle the refund method, that the goods are eligible and that the before-tax total meets the ¥5,000 minimum. If you hope to combine purchases, ask whether the shops use the relevant procedure counter and whether your same-day purchases can be combined.
-
Pay the tax-inclusive price. The new system does not deduct consumption tax at the till. Ask the shop for the expected refund and any fee, and save the shop’s payment instructions with the receipt. Treat the refund as money you will receive later, not as money already available for the purchase.
-
Keep the goods and records together. Compare each receipt with the goods it covers so you can identify anything missing or used up before departure. Put the tax-free goods in hand baggage, where they remain available for the procedure and any inspection. Goods in checked baggage cannot be processed for this procedure, and you cannot retrieve checked baggage to complete it.
-
Go to the departure terminal with your passport. At the airport or port procedure terminal, present your passport and follow the displayed result. Complete the procedure at the departure location that applies to your itinerary, and allow time to finish before boarding. The official traveler page does not provide one universal terminal location or processing time for every airport and port, so check the relevant location’s current instructions.
-
Follow the color result. A green result means the procedure is complete. A red result means you must go to the customs inspection area and show the goods. If an item on a receipt is missing or has been used up, tell a customs officer and do not proceed with the procedure for that receipt.
-
Take the processed goods out of Japan. Keep them with you for departure and take them out promptly. If processed goods are not taken out of Japan, the exempted tax is collected and penalties may apply.
-
Use the shop’s instructions for payment questions. Customs confirmation and refund payment are separate parts of the process. The terminal result does not specify the refund method or timing, so contact the shop if you need help with the expected payment.
The National Tax Agency’s online customs-confirmation guidance is an additional official reference for the online procedure. The Japan Customs tax-refund guidance explains departure checks. Use these alongside the Japan Tourism Agency traveler page, rather than assuming a procedure described for another purchase or route applies to yours.
If speaking is difficult, show staff these questions: 免税できますか? (“Can I shop tax-free?”); 税抜でいくらですか? (“How much is it before tax?”); 手続きカウンターは使えますか? (“Can I use the procedure counter?”); 返金はいつ、どの方法ですか? (“When and how is the refund paid?”); 手数料はかかりますか? (“Is there a fee?”). To report a missing item to a customs officer, use 品物が1つありません。 (“One item is missing.”).
Where to complete the procedure: airports, ports and connections
Use the departure location that fits the route by which you finally leave Japan. If you fly domestically before an international flight, the procedure is at the final Japanese airport where you leave Japan—not the first airport on your itinerary. Identify that airport before departure and check its official instructions for the current terminal information.
| Your itinerary | Procedure location to check |
|---|---|
| Direct international flight | The airport where you depart Japan. |
| Domestic flight followed by an international flight | The final Japanese airport before the international departure. |
| Japan round-trip cruise calling at an overseas port, returning to Japan, then flight home | The final departure airport. |
| Final departure from Japan by ship | Check the departure seaport’s official guidance. |
The Japan Tourism Agency specifically describes a Japan round-trip cruise that calls at an overseas port and returns to Japan before the traveler flies home. In that case, complete the procedure at the final departure airport. Do not treat this as simply arriving in Japan by plane and leaving by cruise; check the official instructions for the route you are actually taking.
For a final departure by ship, check the relevant port’s official guidance for the procedure terminal and instructions. The traveler page does not give a universal terminal location or processing time for every port. If you are unsure where to go, contact the relevant port or operator before departure and keep the goods available for inspection.
At an airport, check the airport’s official website for its current tax-free departure guidance, then present your passport at the procedure terminal. If the terminal result is red, go to customs inspection and show the goods. For Narita Airport, consult its official tax-refund guidance for location and procedure information; do not assume the instructions for one airport apply at another.
Some large airports offer an online departure procedure through Visit Japan Web, but it is available only to travelers who meet the listed conditions. The eligible residence statuses for that online option are Temporary Visitor, Diplomat and Official; Japanese nationals cannot use it. Check both your status and whether your departure airport participates, because the online option is not a general replacement for checking tax-free purchase eligibility.
Refund amount, method, timing and fees
Under the new method, you pay the tax-inclusive price first and receive consumption tax back after confirmation that the goods are leaving Japan. The ¥5,000 before-tax minimum determines whether the purchase reaches the stated threshold; it is not the amount refunded. The official traveler page does not specify a universal payment method or payment date, so ask the shop handling your purchase.
| Question for the shop | Why it matters |
|---|---|
| What is the expected refund for these goods? | It gives you a purchase-specific estimate rather than an assumed amount. |
| How will I receive it? | Refund arrangements may differ by purchase; the official traveler page does not state one universal method. |
| When is it expected? | You can plan without counting the refund as money already received. |
| Is there a fee, and is it included in the estimate? | A fee affects the amount you expect to receive. |
| What records should I keep? | You can retain the purchase documents the shop recommends. |
| Who should I contact if it does not arrive? | You will know which shop to contact about that purchase. |
Compare the expected refund with any fee, the tax-inclusive price you must pay upfront, and your ability to keep the goods available for departure. The answer to whether the process is worthwhile depends on those purchase-specific details and your departure plan. Do not apply an assumed tax rate, refund schedule or payment method where the shop has not confirmed it.
Keep the shop’s answers with your receipt. If the shop provides written instructions, save the email or take a photograph so you can refer to the same information later. If the terminal procedure is complete but you have a payment question, contact the shop; a green result does not provide payment information.
Common problems and departure checklist
The most important check before departure is whether you still have the goods associated with each receipt. If even one item on a receipt is missing or has been used up, tell a customs officer and do not proceed with the procedure for that receipt. In that situation, none of the goods on that receipt can be confirmed or refunded.
| Situation | What to do or expect |
|---|---|
| All goods on a receipt are available | Follow the departure procedure and any inspection instructions. |
| One item on a receipt is missing | Tell a customs officer and do not proceed with that receipt’s procedure. None of its items can be confirmed or refunded. |
| An item has been used up | Tell a customs officer and do not proceed with that receipt’s procedure. |
| Goods were eaten or used in Japan | Those goods are not refunded. |
| Terminal result is red | Go to customs inspection and show the goods. |
| Processed goods are not taken out of Japan | The exempted tax is collected and penalties may apply. |
| Refund has not arrived | Follow the shop’s instructions and contact the shop about the purchase. |
Avoid expecting an immediate till discount: the new method requires the tax-inclusive price upfront. Do not assess the ¥5,000 threshold using only the tax-inclusive total, and do not assume nearby shops can combine purchases unless they use the relevant procedure counter. Pack the goods in hand baggage before checking luggage; once they are in checked baggage, they cannot be processed or retrieved for this procedure.
A red terminal result is an instruction to go to inspection, not a payment decision. A missing or used-up item is a separate issue: disclose it to a customs officer and stop the procedure for the affected receipt. If you have a payment concern, use the shop’s instructions and retain the receipt and other purchase records.
Before leaving for the airport or port, check the following:
- Purchase date: Is the purchase within the 90-day period?
- Route: Have you identified the correct airport or port for your final departure?
- Goods: Are the items in hand baggage and available for inspection?
- Receipts: Can you match each receipt to its goods?
- Missing or used items: Have you told a customs officer and stopped the procedure for the affected receipt?
- Passport: Can you present it at the departure terminal?
- Terminal result: If it is red, have you gone to inspection and shown the goods?
- Boarding: Have you completed the procedure before boarding?
- Refund: Do you have the shop’s instructions and contact details?
Complete the procedure within 90 days of purchase and before boarding; both conditions matter. If your departure is close to the 90-day limit, consult official guidance rather than relying on an assumed method of counting the period. The official sources cited here state the limit as “within 90 days of purchase.”
Allow time to complete the procedure before boarding: if the tax-free procedure causes you to miss your flight, neither the airline nor customs provides compensation.
Japan tax-free refund 2026 FAQ
The answers below reflect the official traveler guidance checked on 2 November 2026 and the departure guidance rechecked on 7 November 2026. Some details—especially payment method, timing and fees—are purchase-specific and should be confirmed with the tax-free shop. For personal eligibility or a route that does not match the examples, check the official guidance rather than inferring a rule from another traveler’s case.

| Question | Answer |
|---|---|
| Do I get the tax taken off at the till for purchases from 1 November 2026? | No. For eligible purchases made from that date, you pay the tax-inclusive price at the shop. The consumption tax is refunded after the departure procedure confirms that the goods are leaving Japan. |
| Which system applies if I shop on 31 October and 1 November? | The purchase date determines the system. A purchase made on 31 October 2026 follows the earlier till-exemption system, while a purchase made on 1 November follows the refund method. Keep the purchase records clear enough to distinguish the goods and receipts. |
| What is the minimum purchase amount? | The minimum is ¥5,000 before tax, bought at the same shop on the same day. Purchases from multiple shops on the same day can be combined toward that amount when the shops use a procedure counter. Ask the shop or counter if you are unsure. |
| Is ¥5,000 the amount I get back? | No. It is the before-tax purchase threshold, not the refund amount. Ask the shop for an estimate of the refund for your eligible goods and whether a fee applies. |
| Do food, drinks and cosmetics need special packaging? | Special packaging for consumables is no longer required. However, goods eaten or used in Japan are not refunded. Packaging and the rule against consuming or using the goods in Japan are separate points. |
| What if one item from my receipt is missing? | Tell a customs officer and do not proceed with the procedure for that receipt. If even one item on a receipt is missing, none of the goods on that receipt can be confirmed or refunded. |
| What if I used up an item in Japan? | Tell a customs officer and do not proceed with the procedure for that receipt. Goods eaten or used in Japan are not refunded, and the missing or used item affects the goods on that receipt. |
| Can I put the goods in checked baggage? | No. Keep the goods in hand baggage so they are available for the procedure and any inspection. Goods in checked baggage cannot be processed, and you cannot retrieve checked baggage to complete the procedure. |
| When and where do I complete the departure procedure? | Complete it within 90 days of purchase and before boarding, at the departure location that applies to your route. If you fly domestically before an international flight, use the final Japanese airport where you leave Japan. |
| What does a green or red terminal result mean? | Green means the procedure is complete. Red means you must go to the customs inspection area and show the goods. Neither result tells you the shop’s refund method or payment timing. |
| Can I use Visit Japan Web? | The online departure option is available at some large airports to travelers with Temporary Visitor, Diplomat or Official residence status. Japanese nationals cannot use this online option. Check airport participation and the official conditions before relying on it. |
| Can a Japanese national make a tax-free purchase? | The online-option restriction does not, by itself, settle purchase eligibility. Check the detailed eligibility PDF linked from the Japan Tourism Agency traveler page for the conditions relevant to the purchaser. |
| How will I receive the refund, and how long will it take? | The Japan Tourism Agency traveler page does not specify a universal refund method or timing. Ask the tax-free shop about the expected amount, method, timing and any fee, and keep its instructions with your receipt. |
| What should I do if the refund does not arrive? | Use the shop’s payment instructions and contact the shop that handled the purchase. The terminal result confirms the departure procedure; it does not give payment information. |
| Where do I complete the procedure after a Japan round-trip cruise? | If the cruise calls at an overseas port, returns to Japan and is followed by a flight home, the Japan Tourism Agency says to complete the procedure at the final departure airport. Check the official guidance for your actual itinerary. |
Official guidance and related planning
Use the Japan Tourism Agency traveler page for the new system and its linked purchaser eligibility PDF. For customs departure checks, consult Japan Customs; for online customs confirmation, see the National Tax Agency guidance. These official pages support the procedure described above, but the shop remains the source for the payment method, timing, expected refund and any fee for your particular purchase.
For airport-specific directions, check the official website of the airport where you will depart; Narita’s tax-refund guidance is one example. Check the relevant port’s guidance for a departure by ship, because the traveler page does not give a universal terminal location for every port. Confirm current instructions for your route before departure, and keep the goods, passport and receipts accessible.
