Shiga has two useful rail gateways to understand before you book: Maibara, where the Tokaido Shinkansen stops, and Otsu, which is a short JR journey from Kyoto. They are not interchangeable destinations. Your best arrival point depends on where you are going in the prefecture and what connection you need after reaching the station.

The journey times in this guide are examples published by official tourism sources, not guaranteed travel times. Check the train or bus for your travel date, confirm the fare and transfer conditions, and plan the last leg to your accommodation or attraction. The official access information was checked on 4 November 2026.

Choose your Shiga gateway before comparing routes

Start with the address of your first stop, rather than searching for “Shiga” as though it were one station. For an itinerary near Otsu, travelling from Kyoto by JR may be the simplest approach; for a journey that suits the Tokaido Shinkansen, Maibara is the relevant Shiga stop. From either station, you may still need a local train, bus, walk or other connection to reach your final destination.

Shinkansen→Maibara; Kyoto→JR about 9 min→Otsu→local destination
Maibara and Otsu serve different parts of the plan.
Kyoto Station→JR Biwako Line about 9 min→Otsu Station→local destination
The nine-minute estimate is a train leg, not the whole trip.
Origin→Train or airport connection→Transfer→Shiga station→Final destination
Confirm each leg for the same travel date.

The Biwako Visitors Bureau’s access guide identifies Maibara as Shiga’s Tokaido Shinkansen station and gives example journeys to Otsu and Maibara. The Otsu tourism access guide provides additional examples for Otsu, including routes from Osaka, Kobe and Kyoto. Use these guides to identify possible gateways, then check the actual service and fare for your date.

Starting point Published example Important qualification
Kyoto Station to Otsu Station JR Biwako Line, about 9 minutes Check the departure, fare and onward journey
Osaka Station to Otsu Station JR Tokaido Line, about 40 minutes An example, not a guaranteed journey time
Shin-Osaka to Otsu JR Kyoto Line and Biwako Line special rapid, about 40 minutes Confirm the service and connection
Sannomiya to Otsu Special rapid, about 1 hour Check the train for your travel date
Nagoya to Maibara Shinkansen, about 30 minutes in the English guide A Japanese access guide gives a separate Kodama example of about 27 minutes

These examples use different starting stations and, in the Nagoya–Maibara case, different published estimates. Do not assume that nearby-looking figures refer to the same train or conditions.

A practical comparison is therefore about more than the time shown beside the main rail leg. Include the transfer, the walk between stations if required, and the connection from the arrival station to your actual destination. If you are planning a return on the same day, search the return journey separately rather than assuming that the outward connection works in reverse.

Take the Shinkansen to Maibara when it suits your itinerary

Maibara is the Shiga stop on the Tokaido Shinkansen. The Biwako Visitors Bureau lists Hikari and Kodama services at Maibara and advises Nozomi passengers to change to a conventional train at Kyoto or Shin-Osaka. Check the train’s stops and your connecting service before buying a ticket; the presence of a Shinkansen stop in the prefecture does not mean that every Shinkansen service stops there.

The English access guide gives about 30 minutes for the Shinkansen journey from Nagoya to Maibara. A separate Japanese access guide gives a Kodama example of about 27 minutes for that journey. The available official information does not explain the difference, so treat the figures as separate examples rather than measurements of one identical service. Neither figure confirms the fare, the connection you will make or the time needed to reach a destination beyond Maibara.

For a Tokyo itinerary, compare a route that reaches Maibara with one that travels to Kyoto and then continues toward Otsu or another destination. Otsu tourism gives an example of about 2 hours 18 minutes from Tokyo to Kyoto by Nozomi, followed by a separate JR estimate of about 9 minutes from Kyoto to Otsu. Those are individual leg estimates; they do not include your transfer wait or establish a door-to-door journey time. The bureau’s guidance for Nozomi users is to transfer to a conventional line at Kyoto or Shin-Osaka, so check which transfer best fits your planned destination.

Before you commit to a route, work through these steps:

  1. Enter your actual origin and destination in a current railway route search.
  2. Compare a Maibara arrival with a route through Kyoto or Shin-Osaka, where relevant.
  3. Check the named train, departure and arrival times, transfer stations and fare.
  4. Confirm any reserved-seat conditions directly for the service you plan to use.
  5. Add the onward journey from the arrival station to your accommodation or first activity.
  6. Search the return journey too, including the connection you would need to catch.

Fares, reserved-seat availability, first and last services, and travel-date conditions are not established by the access facts cited here. Do not rely on a typical journey time to decide whether a connection is feasible; check the actual timetable and allow for the transfers in your own itinerary.

Travel from Kyoto, Osaka or Kobe to Otsu

Otsu is especially straightforward to consider if your route already passes through Kyoto. The Biwako Visitors Bureau gives about 9 minutes from Kyoto Station to Otsu Station on the JR Biwako Line, and the Otsu tourism guide describes Kyoto and Otsu as two JR stations apart. This is a short intercity rail leg, but it does not mean that every destination in Shiga is nine minutes from Kyoto.

For other Kansai starting points, Otsu tourism lists about 40 minutes from Osaka Station to Otsu by JR Tokaido Line, about 40 minutes from Shin-Osaka to Otsu by JR Kyoto Line and Biwako Line special rapid, and about one hour from Sannomiya to Otsu by special rapid. These are published route examples, not live journey estimates. Check the actual service, station names, departure and fare for your travel date, especially if you are connecting from another train.

A separate route serves Biwako-Hamaotsu rather than JR Otsu. Otsu tourism gives about 25 minutes from Sanjo Keihan to Biwako-Hamaotsu via the subway Tozai Line and Keihan, and includes examples of services that run through without a transfer. A through-service example does not guarantee that every departure is direct, so verify the train and final station before travelling.

Keep JR Otsu and Biwako-Hamaotsu distinct when choosing accommodation or planning a boat departure. They are separate stations, and a journey to one is not automatically a journey to the other. If your destination is the lakeshore, Otsu Port or an address elsewhere around Lake Biwa, search from the exact arrival station to the actual address and include the final walk or local connection.

Connect from Kansai or Itami Airport via Kyoto

For Kansai Airport, Otsu tourism describes a rail route using the HARUKA limited express to Kyoto, followed by a JR connection to Otsu. For Itami Airport, the guide describes a highway bus to Kyoto followed by JR to Otsu. The Otsu access page is the official reference for these route examples, but you must confirm the airport service, ticket, departure and transfer on your date.

The airport estimates on that page do not align neatly between its introduction and its detailed route table. The introduction gives about 1 hour 30 minutes from Kansai Airport to Otsu, while the detailed table lists about 1 hour 30 minutes for the Kansai Airport–Kyoto HARUKA leg alone, followed by the separate Kyoto–Otsu leg. For Itami, the introduction gives about 1 hour 10 minutes to Otsu, while the detailed table gives about 50 minutes from Itami to Kyoto by highway bus, followed by the separate JR journey to Otsu. The source does not resolve these differences, so neither headline nor a simple sum should be treated as a guaranteed total.

Airport route Published component Check before travelling
Kansai Airport via Kyoto HARUKA to Kyoto; the detailed table gives about 1 hour 30 minutes for this leg Actual train, fare, arrival station, transfer and onward JR service
Itami Airport via Kyoto Highway bus to Kyoto, listed at about 50 minutes Actual bus, fare, arrival point and JR departure
Kyoto to Otsu JR example of about 9 minutes Departure, fare and station for your destination

Build the airport journey as separate legs: airport to Kyoto, the transfer in Kyoto, and Kyoto to Otsu or your other destination. Check the arrival point in Kyoto against the station or bus stop needed for the next leg rather than assuming the transfer is immediate. Use the railway and bus operators’ journey planners to compare the total fare, waiting time and first and last connections for your travel date.

If you are continuing beyond Otsu, include that local journey in your plan before choosing an airport connection. A short Kyoto–Otsu rail estimate does not account for the time to reach an attraction, hotel or lakeside departure point. Confirm the return airport journey separately, especially if you need to connect with a particular flight.

Reach Otsu Port and plan local transport

Otsu Port is close to Biwako-Hamaotsu, but the station you choose changes the final leg. Lake Biwa Kisen’s Otsu Port access information lists a walk of about 3 minutes from Biwako-Hamaotsu Station and about 15 minutes from JR Otsu Station. These are station-to-port access estimates; they do not include the train journey to either station or the boat journey itself.

The operator also describes a bus option from JR Otsu Station to the Hamaotsu bus stop, taking about 5 minutes, followed by a walk of about 3 minutes to the port. Check the actual bus and boat timetables for your travel date, and leave time for the walk and boarding arrangements. Use the boat operator’s timetable and booking page to choose a sailing, check its fare and reserve a place.

Lake Biwa Kisen states that it has no dedicated parking at Otsu Port. If you are driving, check current public parking and the exact boarding point instead of assuming that a company car park is available.

Shiga’s local transport is not limited to the JR line used for the journey to Otsu. The Biwako Visitors Bureau transport directory lists JR West, Keihan, Ohmi Railway and Shigaraki Kogen Railway, as well as bus operators including Ohmi Railway Bus, Kokoku Bus, Kojaku Kotsu and Teisan Konan Kotsu. It also lists cycle rental at stations and tourist facilities. These are options to investigate, not a single ticket, shared timetable or guarantee that a particular service reaches your destination.

Otsu tourism also identifies the JR Kosei Line and Keihan Keishin Line among the transport options around Otsu. For each final leg, check the operator, route, fare and operating service for your date. If a trip involves a port or other fixed departure, plan the local connection and return journey rather than relying only on the time needed to reach the nearest station.

Driving and checking the complete journey

Otsu tourism publishes driving examples to Otsu IC: about 10 minutes from Kyoto-Higashi IC; about 35 minutes from Suita IC via Kyoto-Higashi IC; about 50 minutes from Nishinomiya IC; about 1 hour 30 minutes from Nagoya IC via the Meishin and Shin-Meishin expressways; and about 5 hours from Tokyo IC via the Meishin and Shin-Meishin expressways. These are guide estimates, not live predictions. Check the actual route, tolls, traffic and weather before setting out.

A driving estimate to Otsu IC is not a complete journey time to every part of Shiga. Check the destination address and the road route from the interchange, as well as where you will park. For Otsu Port in particular, remember that Lake Biwa Kisen says it has no dedicated port parking; consult current public-parking information instead of assuming a space is provided by the boat operator.

For rail and air journeys, compare the whole itinerary rather than just the fastest published segment. Add transfer time, the arrival station, any bus or boat leg, station-to-destination walking and the route back. The Japanese Shiga access guide explicitly says that its routes and times are examples, so use them as planning references and confirm the actual journey.

Check those details for your own date with the relevant transport operator. In particular, do not assume that a listed journey time guarantees a connection or that a route will operate unchanged in every condition.

For wider trip planning, see our guides to things to do in Kyoto, the Kyoto travel guide and Japan first-time travel tips. Use those guides for destination ideas, not as a substitute for a current transport timetable. The official access and transport links above are the appropriate starting points for checking the route details described here.

Frequently asked questions

Which station should I use to enter Shiga?

Choose the station based on your first destination, not on the prefecture name alone. Maibara is Shiga’s Tokaido Shinkansen stop, while Otsu is a separate JR destination with a published example of about 9 minutes from Kyoto. Compare the onward journey from each station to your actual address before booking.

Does the Nozomi stop at Maibara?

The Biwako Visitors Bureau’s guidance directs Nozomi passengers to change to a conventional line at Kyoto or Shin-Osaka. It lists Hikari and Kodama services at Maibara. Check the actual train’s stops and your transfer for the travel date rather than assuming that every Shinkansen service calls at Maibara.

How long does it take to travel from Kyoto to Otsu?

The official example from the Biwako Visitors Bureau is about 9 minutes by JR Biwako Line, and Otsu tourism describes the stations as two JR stops apart. That figure is for the rail leg, not the complete journey to every Otsu-area address or destination in Shiga. Check the departure, fare and onward transport for your exact destination.

Which Otsu station is closer to Otsu Port?

Lake Biwa Kisen lists Biwako-Hamaotsu Station as about a 3-minute walk from Otsu Port, compared with about 15 minutes on foot from JR Otsu Station. From JR Otsu, the operator also describes a bus journey of about 5 minutes to Hamaotsu, followed by a walk of about 3 minutes. Confirm the bus and boat timetable for your day, and remember that the station-to-port access is separate from the boat fare and sailing.

How long does it take to get from Kansai Airport or Itami Airport to Otsu?

Otsu tourism describes a route from Kansai Airport by HARUKA to Kyoto and then JR to Otsu, and a route from Itami by highway bus to Kyoto followed by JR. Its headline and detailed component estimates differ, so do not treat either headline or a simple sum as a guaranteed total. Check the current airport service, transfer and onward train for your travel date.

Are fares or first and last train times included in these estimates?

No fare or first- or last-service information is established by the official access facts cited here. Journey times are guide examples and do not guarantee a departure, transfer or connection on a particular date. Check the relevant operator’s current route, timetable and ticket conditions before travelling.
